The goal of capacity building is to ensure that adequate human and financial resources, institutional and community skills and know-how are available to allow for appropriate development, optimal use and sustainability of climate services. This supporting template assists in assessing the current capacities that are relevant for climate service development and to identify gaps that might need to be strengthened. It looks at national research capacities, human and institutional capacities, and at the capacity to access and to respond to climate information.
